Not to be outdone by department stores, you can rush on over to save 100% on accumulated traffic violations and a 50% off sale on driver licenses...
The 50% driver's license fee expires December 15. Since it's a state license, I assume it would be available in Pátzcuaro, but you'd have to check at the admin office on Obregon.
If you've never had a Michoacán driver's license, you'll need a health certificate from the Centro de Salud and pass a written test at the Transito office. Both the health check and written test fees are paid at the admin office before going to the Centro de Salud and Transito offices. (When you fail the written test -- and you will -- you can pay $200 pesos for the "I passed" yellow sheet.)
With the normal fee of $2,500 pesos for a lifetime permanent license (good in the US!) cut in half, this is quite the deal.

OK, I made up the last one, but you get the point. There's no longer a need to go to ISSTE, IMSS, transito or the Red Cross. And the test, well that's pretty variable, most folks not having to take that.Re: Black Friday government sale

In Pátzcuaro, the price is the same, $132 for the health certificate, but you do actually have to go to Centro de Salud in colonia Vista del Lago for them to type up the certificate. If you're 75 or older, they'll actually take a vital sign or two and a weight and height, and type on the form that you're capable of driving despite your advanced age :-)
With an expired license or if upgrading to a permanent license, they're requiring a new written test in Pátzcuaro. That's $119. Twenty questions and you can only miss three. Nancy missed six, but felt better because the man ahead of her missed twelve. And she had actually taken an evening to peruse the traffic laws of Michoacán. No matter, both she and he paid their 200 pesos and got the "I passed" paper.
Remember what the licensing process is when you think about the driver coming at you at 100 kmph on the highway while passing a truck and texting. Fortunately, acquired driving skills and knowing the law are two different things.
